Special Programs
Special Education and Bilingual Transfers are facilitated by school leadership and student support services. Students who qualify for these types of transfers will be notified by their school.
Application Window
There is no application window for Special Education and Bilingual Transfers. These types of transfers are processed as needed.
Effective September 5, 2025, the criteria below will be in place regarding transfers:
Attendance:No more than 5 absences per semester (this includes excused and unexcused absences) – 10 for the year
Behavior:No more than 2 ISS infractions per semester. Students who have DAEP, pending DAEP, or an OSS on file (within the evaluation period) are not eligible for a transfer
Academic Performance:A minimum grade of 70% in all four core subject areas
Transfers for UIL purposes are not allowed and will be automatically rejected

District employee’s children requesting a transfer to attend a campus to which they are not zoned.
Students who live in the district, but who attend a childcare provider before or after school that provides transportation to a campus for which they are not a zoned resident.
Applies to Multilingual transfers, unique pathways offered at Dekaney, Spring and Westfield High Schools, and other specialty programs available within the district.
Students who do not live in the district, but whose grandparents live in the district and are responsible for picking them up from school may qualify for a grandparent caregiver transfer.
Students who do not live in the district, but make the choice to attend Spring ISD.
Extenuating circumstances must be supported by medical, psychological, or legal documentation related to the welfare of the child. Extenuating circumstances may also be ones that are approved by the Superintendent or designee.
Special Education transfers are arranged and approved through the Special Education Department for students with a disability requiring a specialized program not offered at their zone campus.

Bilingual transfers are available for students in grades PK-5 to a campus to which they are not zoned in order to participate in a bilingual (Spanish-English) bilingual program. All bilingual transfers are approved through the Multilingual Department.
